Idaho rules and insurance after water damage
A plain summary of the Idaho and Boise rules that come up after water damage, each linked to its source. Not legal or insurance advice.
Contractor registration
Idaho registers contractors rather than licensing general contractors. Under the Idaho Contractor Registration Act, anyone doing a construction job over $2,000 in materials and labor must register with the Division of Occupational and Professional Licenses, carry general liability insurance of at least $300,000 and have workers' compensation or explain why it isn't required (DOPL FAQ).
Electricians, plumbers and HVAC contractors hold their own licenses and don't register separately unless they work beyond their license. DOPL's number is 208-334-3233.
Boise permits after water damage
Exempt
Painting, floor covering, cabinets, countertops and replacing wall coverings.
Needs a building permit
Work that removes wall coverings to expose the framing, and new walls.
Needs a plumbing permit
Installing or replacing a water heater, and most fixture replacements in bathroom remodels.
Electrical and mechanical
Adding electrical fixtures; adding, replacing or moving vents and ducts.

Other cities
Meridian, Nampa, Eagle, Kuna and Garden City run their own building departments.
Insurance
The Idaho Department of Insurance reminds homeowners that standard homeowners policies don't cover flood damage, so a separate policy is needed, and that flood policies typically come with a 30-day waiting period. Flood cover is available from private insurers or the National Flood Insurance Program. DOI consumer services: 208-334-4319 (DOI).
Coverage for other water damage depends on the cause and your policy. This site doesn't handle claims; ask your insurer or agent.
Before you sign
Ask the contractor
- Are you registered with DOPL, and can I see your insurance certificate?
- What will you remove, dry and replace, and why?
- How will you measure moisture, and will I get the readings?
- Which repairs need a permit, and who pulls it?
- Who does any plumbing or electrical work, and are they licensed?
- How is extra work priced, and what's the payment schedule?
